The Assembly,
Whereas the Governments of all member countries of the Council of Europe, with the exception of the Republic of Ireland, have signed the European Convention on Establishment;
Whereas Norway alone has ratified the Convention and only the Governments of the Federal Republic of Germany, Belgium and the Netherlands have initiated ratification procedures in their respective Parliaments;
Whereas it is in the highest interests of member countries of the Council of Europe that the Convention on Establishment should be ratified and should enter into force without delay,
Recommends that the Committee of Ministers should urge the Governments of the signatory countries which have not yet done so to take the necessary steps as soon as possible to ratify the European Convention on Establishment signed on 13th December 1955.
