The Assembly

Welcoming the decision taken by the Committee of Ministers which has, from the outset, given its moral support to the proposal to set up a Mediterranean post-University Agronomic Centre;

Considering that the proposed Centre should be a new foundation, the result of real and active co-operation, on the intellectual, financial and political plane, between the Mediterranean countries and the other countries of Europe ;

Considering that the establishment of such an Institute falls within the scope of the cultural activities of the Council of Europe and meets the desire of all European countries interested in the training of staff for under-developed areas ;

Considering that exchanges of views have already taken place in the Organisation for European Economic Co-operation on the location of the Centre and financial arrangements for its operation;

Considering that there should be an effective participation of all the member countries of the Council of Europe in the teaching which will be given at the Institute, both as regards the curriculum and as regards the teaching staff,

Recommends to the Committee of Ministers :

a that the Mediterranean Agronomic Centre should be sponsored by the Council of Europe and the Organisation for Economic Co-operation and Development jointly;
b that it should consider making a financial contribution, however small, to enable work to be begun immediately;
c that the Secretary-General be authorised to assist the provisional Administrative Board of the Centre in any way possible, such as appointing a representative or representatives to serve on the Board and lending members of the staff for short periods to help in organising the work of the Centre.
