The Assembly,

Having learnt of the activities of the United Towns Association and its various branches - the Bilingual World, the Economic and Cultural Council of Paired Cities, the East-West Committee of Paired Cities, the Common Market Committee of Paired Cities, etc.;

Considering the nature of these activities and that they are incompatible with the aims of the Council of Europe, which are fundamentally opposed to totalitarian systems and ideas,

Urges those concerned, and in particular the local authorities, to be aware of the danger represented by such activities ;

Recommends to the Committee of Ministers that it request the Governments of member countries to refrain from giving any assistance, whether direct or indirect, to these organisations.
