The Assembly,
Having considered the fifth Progress Report of the Special Representative for National Refugees and Over-population (Doc. 1305);
Reaffirming its conviction that "the problem of vocational training is a European one of equal concern to the emigration of over-populated countries and the immigration countries" ;
Confident that "this European problem can be solved only on a European basis";
Welcoming the foundation of the International Vocational Training Information and Research Centre ;
Noting the favourable reactions of the other European institutions and of the workers' and employers' organisations to the foundation of that Centre ;
Recalling its Recommendation 239 (1960), in which it called for the implementation of the three vocational training priority projects submitted by the Special Representative ;
Convinced that the activities of the Resettlement Fund are in full accord with the purposes of the Council of Europe and should be expanded ;
Referring to the Communication (Doc. 1228) dated 16th January 1961, in which the Committee of Ministers declared that "the most important task confronting them is to seek practical means of strengthening unity and fostering the European spirit among the fifteen member nations of the Council of Europe", and in which they invited the Assembly to submit "constructive proposals" to them,
Recommends once more that the Committee of Ministers :
