The Assembly,
Having regard to Resolution 186;
Having regard to Resolution (60) 32 of the Committee of Ministers stipulating the urgent need to develop European cultural and scientific co-operation within the Council of Europe;
Considering the Resolutions adopted by the Second Conference of Ministers of EducationNote, making a valuable contribution to a programme of extended action by the Council of Europe in the field of general, scientific and cultural education;
Considering the proposals put forward by the ad hoc CommitteeNoteset up in pursuance of Resolution (60) 32 for the institution, within the framework of the Council of Europe, of :
higher education and research;
general and technical education;
out-of-school education (youth, physical education, adult education);
Considering that these proposals tend to promote the development of European cooperation in cultural and scientific matters as advocated by the Committee of Ministers and the Consultative Assembly, and as recommended at the Second European Conference of Ministers of Education,
Recommends the Committee of Ministers :
to set up, with effect from 1st January 1962, the Council for European Cultural Co-operation advocated by the ad hoc Committee;
to grant this Council (CCC) the authority necessary to fulfil the functions of principal organ of cultural co-operation in Europe for all European institutions, in accordance with their requirements;
to make sure that the CCC continues to serve as the one agency of European cultural co-operation whatever the new organisational structure of European political and economic co-operation may be after the possible expansion of the European Economic Community;
to provide, within the framework of the CCC programme, for restricted co-operation by a limited number of member countries in implementing specific schemes;
to authorise the financing of schemes included in the CCC programme by means of "gifts for special purposes" from private or public sources;
to create a number of posts adequate to ensure the operation of the large department of education and culture recommended by the ad hoc Committee;
to invite the Secretary-General to appoint an eminent personality as head of this department;
to transmit Resolution 214 on European cultural co-operation to the future CCC.
