The Assembly,

Considering the brilliant success achieved by CERN in the field of fundamental science, which has brought European nuclear research into the front rank;

Considering this success as a result of ten years' planning and construction on an international co-operative basis;

Considering that the success of CERN proves the value of the creation by intergovernmental agreement of international research institutes in fields requiring great material resources,Recommends that the Committee of Ministers should establish suitable contacts with CERN and should recommend to member Governments :

1 that they should give it their full support as an outstanding example of European co-operation; and
2 that they should give most serious attention to a long-term programme for CERN which will maintain it in the forefront in this field of research, and to the means of financing such a programme.
