Role of the Council of Europe in the near future

1. The Assembly,
2. Considering the danger to which the cause of European unity is exposed as a result of the breakdown of the Brussels negotiations ;
3. Considering that the Council of Europe, as a meeting-place for the member States of the Communities and most of the States which have applied for full or associate membership of the Communities, appears to be the most suitable framework to favour a resumption of discussions and work out a common political will ;
4. Considering that the Assembly of the Council of Europe is more capable than any other organisation of creating a truly European public opinion ;
5. Welcoming Resolution (63) 6 of the Committee of Ministers according to which it has decided to make full use of each of its sessions to hold comprehensive discussions on the major political problems of European unification, in the light of the opinions expressed by the Consultative Assembly,
6. Recommends that the Committee of Ministers :
a implement the above Resolution by adopting the Council of Europe as a framework for political and economic contacts which might lead to a re-activation of negotiations between the Six, the United Kingdom and the other countries which have applied for full or associate membership of the European Economic Community ;
b decide upon measures that are necessary to make contacts between the Assembly and the Committee of Ministers more effective.
