The Assembly,
In view of the convocation in May 1964 of an ad hoc Committee instructed to draw up for the Committee of Ministers proposals relating to the future of the Council for European Cultural Co-operation, in the light of the experience acquired during the initial and experimental period of three years since its creation ;
Having taken note of the report of the Cultural and Scientific Committee on the Development of European Cultural Co-operation and ways in which the action of the CCC might be rendered more effective ;
Considering that it is highly desirable, if not indispensable, in the present political situation to strengthen and develop European cultural co-operation both in order to ensure closer association among the European countries and to present the "cultural personality" of Europe to non-European countries ;
Recalling paragraphs 20 to 32 of its Resolution 186, adopted on 27th September I960, relating to the presentation of Europe to non-Europeans ;
Recommends that the Committee of Ministers instruct the above-mentioned ad hoc Committee to draw up concrete proposals for providing, within the system of European cultural co-operation, the necessary machinery to ensure the presentation of Europe to other parts of the world.
