Contribution of the Council of Europe to the International Year for Human Rights in 1968

The Assembly,

1. Noting Resolution 2081 (XX) of the General Assembly of the United Nations concerning the organisation in 1968 of the International Year for Human Rights ;
2. Convinced of the necessity of obtaining the support of public opinion through-out the world for effective international action for the protection of human rights ;
3. Noting that the International Year for Human Rights will afford an opportunity for a European contribution to the work of the United Nations in view of the important achievements of the Council of Europe in this field ;
4. Noting that the Resolution of the General Assembly calls upon regional inter-governmental organisations to intensify efforts and undertakings in the field of human rights, including an international review of achievements in this field, and invites their co-operation and participation in the programme with a view to making the celebration successful and meaningful ;
5. Convinced that no regional organisation has such a record of achievement in this field as the Council of Europe, by reason of the legal obligations contained in the European Convention on Human Rights and the acceptance by States of the competence of the European Commission and the jurisdiction of the European Court of Human Rights, to which should be added the obligations of an economic and social character set out in the European Social Charter,
6. Congratulates the United Nations on its work over a period of twenty years for the protection of human rights and on its initiative in organising the International Year for Human Rights in 1968 ;
7. Pledges its support for the International Year for Hum an Rights ;
8. Recommends the Committee of Ministers :
a to pledge the support of the member Governments for this initiative ;
b to decide to participate in the programme for the celebration of the International Year for Human Rights in 1968 and contribute by all means at its disposal to the success of this endeavour ;
c to instruct the Secretary General, after requesting the opinion of the European Commission and Court of Human Rights, after consulting the Committee of Experts on Human Rights, and taking into account the suggestions of the Legal Committee in its report (Doc. 2057), to submit to the Committee of Ministers detailed proposals for the participation of the Council of Europe in the International Human Rights Year.
