The Assembly,
1. Having taken note of the texts adopted by the European Conference of Local Authorities at its 8th Session (Doc. 2860), and the report thereon presented by its Committee on Regional Planning and Local Authorities (Doc 2899) ;
2. Having noted with much satisfaction the interest shown by governments in the 8th Session of the European Conference of Local Authorities, as evidenced by their messages of encouragement to the Conference and the participation therein of several Ministers,
3. Expresses its gratitude to the Committee of Ministers for having contributed so largely towards the improved atmosphere and relationship between itself and the European Conference of Local Authorities, as well as for the consideration it has given to the wishes and resolutions of that body whose existence as an organ of the Council of Europe renders the latter unique among European organisations ;
4. Recommends that the Committee of Ministers :
a associate the European Conference of Local Authorities with the preparation of the Intergovernmental Work Programme and the achievement of the Council of Europe's aims as set out in Article 1 of its Statute ;
b take the necessary action to follow up the resolutions of the Conference, after prior consultation with the Committee on Co-operation in Municipal and Regional Matters which was created, inter alia, for the purpose of assisting the Committee of Ministers in that task.
