The Assembly,
1. Taking note of the report (Doc. 3125) of its Committee on Economic Affairs and Development in reply to the 1971 annual report of the Development Assistance Committee (DAC) ;
2. Recalling its Recommendation 595 (1970) on the role of the Council of Europe member States in the Second United Nations Development Decade and the reply by the Committee of Ministers (Doc. 2795) ;
3. Considering that, although the Committee of Ministers has recognised that in this specific field the member States of the Council of Europe have particular responsibilities and a special role to play, the Ministers have not taken any other action but transmit Recommendation 595 to member governments and international organisations ;
4. Expressing its disappointment that the Council of Europe has thus remained passive at ministerial level on such an important humanitarian problem, at a moment when political support was called for ;
5. Alarmed that the evolution of development assistance is increasingly unsatisfactory,
6. Recommends urgently that the Committee of Ministers continue its exchange of views on Recommendation 595 (1970) and associate itself with the political determination of the Consultative Assembly in adopting a resolution expressing support for the aims of the Second Development Decade.
