Warranties of origin and quality labels for agricultural products

The Assembly,
1. Having examined the report by its Committee on Agriculture (
Doc. 3309) on warranties of origin and quality labels for agricultural products ;
2. Considering that a policy of promoting the quality of agricultural products cannot dispense with warranties of origin and quality labels corresponding to specific standards ;
3. Considering, however, that existing national legislation in this field is seriously deficient in exact definitions and explanations of the terminology used ;
4. Considering that the law should, on the one hand, maintain for agricultural producers the advantages of the use of warranties of origin and agricultural quality labels and, on the other, help consumers, through those descriptions, to identify and select the products they desire ;
5. Considering that a harmonisation of national legislation on warranties of origin and quality labels would facilitate European trade in agricultural and food products, and create greater confidence among European consumers,
6. Recommends that the Committee of Ministers form an ad hoc committee on the harmonisation of national food legislation, in particular on warranties of origin and agricultural quality labels, and associate the Coordinating Committee of the European Chambers of Agriculture or similar bodies with its work.
