The Assembly,
express its support in a suitable manner for the celebration of the 25th anniversary of the Universal Declaration of Human Rights and the 20th anniversary of the entry into force of the European Convention on Human Rights ;
recognise that the programmes of the United Nations and of the Council of Europe for the protection and promotion of human rights are complementary and not competitive, and instruct the Committee of Experts on Human Rights to follow the evolution of the human rights work of the United Nations and to make any appropriate proposals designed to secure the necessary coordination ;
include in the Budget of the Council of Europe for 1974 the necessary provision to permit the issue of certain publications to commemorate this double anniversary ;
grant the necessary assistance to the International Institute of Human Rights (René Cassin Foundation) in order to permit it to continue its valuable activities, particularly by creating, during this double anniversary year for human rights, a European Human Rights Fund by means of which European States, whether or not Members of the Council of Europe, could make voluntary contributions to the Institute ;
examine the possibility of encouraging the incorporation of the Institute in the University of the United Nations, such incorporation being conceived as a common European contribution to the work of the United Nations in the field of human rights.
