Establishment of a European Science Foundation

The Assembly,

1. Recalling the recommendations and orders it has adopted since 1966 on the strengthening of Europe's scientific and technological potential, particularly Recommendation 665 (1972) ;
2. Considering the conclusions of the third Parliamentary and Scientific Conference, organised by the Assembly at Lausanne from 11 to 14 April 1972, advocating the setting up of a European Science Foundation for the purpose of developing and organising scientific cooperation in various fields ;
3. Recalling its Recommendation 678 (1972), in which the Committee of Ministers was asked to invite member governments to undertake a study of the role which might be played by a European Science Foundation set up to encourage scientific cooperation and to provide machinery for the pooling of human resources, and on how such a Foundation might be organised and financed ;
4. Considering that, as stated in the report on the mission of the Council of Europe (Doc. 3281), the Council is qualified to consider all the long-term problems which European union creates and in particular the prospects of cooperation between the Nine and the other European countries wherever feasible ;
5. Considering that, following the Gif-sur-Yvette Conference of 24-25 September 1973, organised by the national science councils and academies of several European states, including eleven Members of the Council of Europe :
the scientific councils and academies agreed on the principle of setting up a European Science Foundation ;
a questionnaire was sent to the Council of Europe concerning the location of the European Science Foundation,
6. Recommends that the Committee of Ministers :
a support the project for the creation of a European Science Foundation ;
b examine any proposals submitted to the Chairman of the Preparatory Commission for the European Science Foundation in reply to the questionnaire sent to the Council of Europe concerning the location of the Foundation ;
c make known to the Preparatory Commission of the European Science Foundation that it wishes close links to be established between the Foundation and the Council of Europe in order to facilitate harmonisation of research and cooperation between researchers in the widest European framework.
