Assembly debate on 9 and 10 May 1974 (5th and 6th Sittings) (see Doc. 3418, report of the Committee on Economic Affairs and Development). Text adopted by the Assembly on 10 May 1974 (6th Sitting).
The Assembly,
1. Taking note of the report of its Committee on Economic Affairs and Development (Doc. 3418) and of its Resolution 566 on the energy problem ;
2. Aware of the need to coordinate national measures designed to save consumption of energy ;
3. Recognising that the Committee of Ministers has no special competence in the energy field, but nevertheless believing that it can make some special contribution to the solution of the energy problem,
4. Recommends that the Committee of Ministers invite the Council of Europe member states :
a to issue general directives for national building regulations, allowing for differences in climatic conditions, with regard to building constructions and installations, as far as relevant to the subject of energy conservation in buildings, residential and commercial ;
b to investigate the possibility of introducing a "summer time" throughout the year.
