1950, at the conclusion of the Debate on the Report of the Committee
on Economic Questions (see Doc. AS (2) 89 and Sitting of 26th August
1950).
The Assembly,
Having examined the Document submitted by MM. Tsaldaris and
Rodopoulos on a Tobacco Monopoly, decides :
1 Not to recommend the setting up of a European tobacco
monopoly, with a view to financing the activities of the Council
of Europe by the provision of a set percentage of its income.
2 Approving the terms contained in the Recommendation of
the Committee on Economic Questions with regard to agricultural
production and in particular Para. 1 (d),
asks it to pursue its general examination already under way with
regard to the solution of the problem of agricultural surpluses,
from the angle of the cultivation of tobacco. This measure is all
the more desirable in that it would assist in reducing the dollar
deficit and that there is, at the present time, a surplus of European
tobacco that could be absorbed by Member States of the Council of
Europe.
3 Asks the Economic Committee when considering this question
to take into account the supply of tobacco from the overseas territories
and associated countries of the Members of the Council of Europe.
