This Revolution was adopted by the Assembly at its 29th Sitting, on 26th October 1956 (see Doc. 569, draft Resolution submitted by the Committee on Population and Refugees).

The Assembly,

Having examined the Fourth Report on the activities of the Intergovernmental Committee for European Migration;

Noting that overseas emigration remains a solution for certain European countries which are over-populated or give asylum to refugees,

1. Invites all Member States of the Council of Europe to persevere in their united efforts to solve the refugee and over-population problem in certain European countries ;
2. Invites those countries which are not yet members of the I.C.E.M. to join that Organisation, particularly in view of the recent development of its activities in providing economic and social assistance for emigrants ;
3. Hopes that the Committee for Migration will continue to work in close cooperation with the Council of Europe in the field of population and refugees and, in particular, to support the efforts of the Special Representative and the European Resettlement Fund
