The Assembly,

Having taken note of the first report on its activities transmitted to the Council of Europe by the World Food Programme and of the report of its Agricultural Committee in reply thereto ;

Having noted that the target of the said Programme established at 100 million dollars for the trial period (1963-1965) has been raised to 275 million dollars for its next operational period (1966-1968) ;

Expressing its full support for an initiative which aims at stimulating economic and social development through multilateral assistance in the form of food, and gradually eliminating the factors which necessitate food aid ;

Welcoming the encouraging results achieved by the World Food Programme in the first three years of its activity ;

Recalling the considerations put forward in its Recommendation 322 (1962) on the creation of a Surplus Food Utilisation Fund, in its Resolution 270 (1964) on Food Aid and in the reports (Docs. 1415 and 1634) of its Committee on Agriculture which were the basis of these two texts,

1. Invites its members to make the necessary representations to their Governments and take the necessary steps in their Parliaments to ensure that the World Food Programme receives the national contributions in the form of food, money or services which are needed to achieve its aims ;
2. Requests its Permanent Working Party responsible for relations with national Parliaments and the public to make such arrangements and such approaches as it may deem appropriate in order to make known the work of the World Food Programme and promote its activities.
