The Assembly,
1. Considering the
difficulties raised in the past by explanations of vote ;
2. Considering its Resolution 366 (1968) on amendment of certain provisions of the Rules of Procedure, and in particular paragraphs 4 and 5 of that resolution relating to explanations of vote ;
3. Considering the
report of the Committee on Rules of Procedure, Doc.
2585,
4. Resolves :
a to
replace paragraph 3 of Rule 28 (Debate and examination of texts) of the Rules
of Procedure by the following paragraph : "3. When examination of and voting on
a text as a whole have been concluded and the results announced,
Representatives or Substitutes may present explanations of votes lasting not
more than three minutes." ;
b to delete the words
"explanations of vote" from paragraph 7 of Rule
