The Assembly,

1. Having regard to its Recommendation 609, on drug dependence, adopted on the basis of the reports of its Committee on Social and Health Questions and its Legal Affairs Committee;

2. Convinced that the Council of Europe can contribute to a more effective approach to the drug problem by organising a multidisciplinary symposium on the causes, prevention, treatment and control of drug dependence,

3. Instructs the Secretary General to convene such a symposium in collaboration with the Regional Office for Europe of the World Health Organisation at a date as early as possible, and to invite to this symposium:

pharmacologists, pharmacists, psychiatrists and other physicians, legal experts and representatives of the law enforcement authorities, youth leaders, social workers, psychologists and teachers from member and non-member States of the Council of Europe;

parliamentarians from those Council of Europe member States which are represented at the Consultative Assembly;

representatives from international governmental and non-governmental organisations dealing with drug dependence.
