Rules governing a quorum for procedural motions (Rule 37 of the Rules of Procedure)

The Assembly,

1. Considering the difficulties that can arise in applying the Rules of Procedure concerning the quorum needed for voting on the procedural motions listed in Rule 33 (1), referring to stages of the proceedings which do not themselves involve the need for a quorum (Rule 37 (1)) ;
2. Having regard to the report of the Committee on Rules of Procedure (Doc. 3043),
3. Resolves to amend Rule 37 of the Assembly's Rules of Procedure by the addition at the end of that Rule of a new paragraph 6, worded as follows : "6. If, owing to the absence of a quorum, the Assembly is unable to take a decision on one of the procedural motions specified in Rule 33 (1) above, the President shall declare that motion to be null and void."
