The Assembly,

1. Considering that Rule 41.4 of the Assembly's Rules of Procedure provides that :

"A political group shall consist of not less than twenty Representatives or Substitutes of different nationality" ;

2. Believing that it should be possible for all the major political families whose members sit in the Assembly to be represented by duly constituted political groups, even if these are relatively small in numbers ;

3. Believing, however, that the Assembly's political groups must be formed on a European, and therefore plurinational, basis,

4. Resolves to amend Rule 41.4 to read as follows :

"A political group shall consist of not less than fifteen Representatives or Substitutes of at least three different nationalities".
