The Assembly,

1. Noting its Recommendation 970 (1983) on cases brought under the European Convention on Human Rights ;

2. Emphasising the importance for the efficient functioning of the European Commission of Human Rights of Commission members participating fully in its work,

3. Urges national delegations in the Assembly to put forward candidates who have sufficient time to devote to the duties that membership of the Commission implies and who do not hold any office incompatible with the principle of the separation of powers ;

4. Instructs its Bureau to consult its Legal Affairs Committee whenever there are doubts about the suitability of any candidate.
