1. Examination of the main initiatives taken on environmental issues at pan-European level over the last two years has highlighted the usefulness of parliamentary action and, more particularly, interparliamentary co-operation, in this area.
2. The first two interparliamentary conferences organised by the Parliamentary Assembly (Vienna 1990 and Regensburg 1993) clearly illustrated the role which national parliaments can play in guaranteeing democracy, providing a stimulus and a forum for consultation.
3. On a wider scale, the Assembly also wishes to emphasise the importance which it attached to the conference organised by the Inter-Parliamentary Union on Environment and Development (Brasilia, November 1992), and welcomes this organisation's commitment to environmental issues.
4. The Assembly was also associated with the conference which the parliamentary organisation GLOBE organised in Strasbourg in May 1992 on the same issue, and which also set out to give parliamentarians a more active role in tackling environmental problems and in identifying and implementing solutions.
5. Consequently, the Assembly:
5.1 wishes to pursue and expand this interparliamentary pan-European co-operation on environmental issues;
5.2 welcomes the co-operation agreement recently concluded with the Inter-Parliamentary Union and proposes that joint environmental projects be developed with this and other organisations.
