Thesaurus
1. The Assembly recalls that at the Second Summit of Heads of State and Government (October 1997) Council of Europe member states confirmed their determination to respect the commitments and obligations which flow from the Organisation’s basic principles: pluralist democracy, human rights and the rule of law.
2. Recalling its Resolution 1155 (1998), the Assembly stresses the need to strengthen co-operation and dialogue with the Committee of Ministers as regards monitoring of obligations and commitments by member states.
3. The Assembly recommends that the Committee of Ministers:
3.1 adopt ministerial replies to Assembly recommendations on monitoring as a matter of priority;
3.2 reconsider its decision on the absolute secrecy of its monitoring documents;
3.3 make information available to the Monitoring Committee’s rapporteurs;
3.4 regularly include monitoring on the agenda of the Joint Committee
