2 Decisions of the Bureau requiring ratification by the Assembly

2.1 2011 First ordinary part-session (Strasbourg, 24-28 January 2011)

2.1.1 Requests for debates under urgent procedure and current affairs debate

1. Following the request submitted by the Group of the European People’s Party (EPP/CD), the Bureau decided to recommend to the Assembly to hold a debate under urgent procedure on the subject “ Recent violence against Christians in the Middle East ” and to refer this matter to the Political Affairs Committee for report.
2. Following the requests submitted by the Alliance of Liberals and Democrats for Europe (ALDE) and by Mr Lipiński and 20 of members of the Assembly, the Bureau decided to recommend to the Assembly to hold a debate under urgent procedure debate on the subject: “The situation in Belarus in the aftermath of the Presidential election which took place on 19 December 2010” and to refer this matter to the Political Affairs Committee for report and to the Committee on Legal affairs and Human Rights for opinion.
3. Following the request submitted by the Socialist Group (SOC), the Bureau decided to recommend to the Assembly to hold a debate under urgent procedure on : “The situation in Tunisia” and to refer this matter to the Political Affairs Committee for report.
4. Following a request by the Socialist group (SOC), the Bureau decided to recommend to the Assembly to hold a current affairs debate on “The functioning of democracy in Hungary”. The Bureau appointed Mr von Sydow (Sweden, SOC) to open the debate.

2.1.2 Election of a judge to the European Court of Human Rights with regard to Portugal

5. The Bureau took note of the recommendations contained in the document and decided to transmit them to members of the Assembly.

6. The Bureau updated the draft agenda.

7. The Bureau took note of the acceptance by the Committee of Ministers of the draft agenda proposed by the Bureau.

8. The Bureau approved the Progress Report.

2.2 Election observation

2.2.1 Azerbaijan: Parliamentary elections (7 November 2010)

9. The Bureau approved the report on the observation of the parliamentary elections in the Republic of Azerbaijan.

2.2.2 Moldova: Early parliamentary elections (28 November 2010)

10. The Bureau approved the report on the observation of the early parliamentary elections in the Republic of Moldova.

2.3 References and transmissions to committees

11. The Bureau approved the following references and modifications to references, subject to ratification by the Assembly:
  • Doc. 12442, Motion for a resolution presented by Mrs John-Calame and others, Food security and the environment: to the Committee on the Environment, Agriculture and Local and Regional Affairs for report
  • Doc. 12444, Motion for a resolution presented by Mrs Maury-Pasquier and others, Putting an end to coercive sterilisations and castrations: to the Social, Health and Family Affairs Committee for report andto the Committee on Equal Opportunities for Women and Men for opinion
  • Doc. 12472, Request for an opinion from the Committee of Ministers, Convention on preventing and combating violence against women and domestic violence:to the Committee on Equal Opportunities for Women and Men for report

2.3.2 Request to extend a reference

  • Doc. 11774, Motion for a resolution presented by Mr Gross and others, Self-evaluation by Europe’s national parliaments: procedural guidelines, Ref. 3520 of 29 January 2009 - validity : 29 January 2011: extension until 30 June 2011

12. The Bureau took note of the list of candidates.

2.5 Resolution 1376 (2004) relating to Cyprus

13. The Bureau took note of letters from the two Turkish Cypriot political parties informing the President of the Assembly of the names of the “elected representatives of the Turkish Cypriot community” entitled to sit in the Assembly, namely Mr Ahmet Eti (National Unity Party) and Mr Mehmet Çaglar (Republican Turkish Party), to be submitted to the Assembly for its approval within the framework of the Progress Report.

2.6 Composition of the Monitoring Committee and the Committee on Rules of Procedure, Immunities and Institutional Affairs
