During its fact-finding visit in Romania, 17-18 July 2012, the Presidential Committee of the Parliamentary Assembly was confronted with many rather unusual habits and actions by the various components of the political class – members of parliament, ministers, chairpersons of the institutions – which revealed many constitutional contradictions and the weakness of the institutional framework, as well as a larger problem of political culture.
These worrying findings convinced us of the necessity to elaborate a report on the functioning of democratic institutions in Romania, as a basis to discuss what has to be done to overcome these problems and what kind of constitutional changes are necessary in order to prevent future constitutional and political crises.
