In the draft resolution, at the end of paragraph 7.1.3, add the following words:

"including targets and quotas including senior ranks."

Explanatory note

Warm words about diversity are not enough. We need targets and quotas. In the UK, the target is 7%, yet just 5% is achieved when 14% is from an ethnic minority. In London 55% are now from ethnic minorities yet just 10.5% of the police are.
