1. When the honourable member’s question
was discussed, the delegation of Azerbaijan informed the Committee of
Ministers that the “Working Group on Human Rights”, which had suspended
its activities in 2008, had been reactivated. This Working Group,
composed of representatives of civil society and of the authorities,
discusses the material situation of a number of prisoners. It has
met on two occasions since October 2014. The delegation of Azerbaijan
has indicated that the Working Group’s conclusions were duly taken
into account in the presidential decrees of pardon adopted respectively
on 31 December 2014 and 18 March 2015.
