In the draft resolution, after paragraph 16.3, insert the following paragraph:

"- review and reconsider Ukraine's derogation from the International Covenant on Civil and Political Rights and the European Convention on Human Rights on a regular basis with respect to necessity, proportionality and non-discrimination."
