This motion has not been discussed in the Assembly and commits only those who have signed it.
Conflict Armament Research (CAR) did three years of field
investigation into Islamic State (Daesh) supply chains. It presented
an analysis of more than 40 000 items recovered from the group between
2014 and 2017.
CAR found that many weapons originated from Council of Europe
States like Bulgaria and Romania. This is not a proof that these
weapons were directly exported with the approval of these States.
CAR research shows nevertheless that supply chains exist through
which weapons ended up in the hands of a group that committed and
commits genocide, according to the Parliamentary Assembly, and committed
numerous terrorist attacks in Europe. A Bulgarian journalist who
blew the whistle on such trafficking, Ms Dilyana Gaytandzhieva,
was dismissed from her job.
The Assembly should therefore carry out research into the
supply of weapons and funds to Daesh and examine whether countries
have fulfilled their international obligation to prevent support
for terrorist organisations.
If necessary, new political or legal mechanisms could be proposed
to prevent European weapons and cash ever being used by this organisation,
and to protect whistleblowers who help in achieving this aim.
