In the draft resolution, paragraph 7.2, delete the words:

"should an investigation at national level not be pursued".

Explanatory note

This independent investigation should take place in parallel with the investigation at national level, and not depend on whether or not the latter takes place. It would secure or supplement the findings of the investigation conducted by the Russian Federation, which would be a strong signal of respect for human rights from that State.
