In the draft resolution, after paragraph 12, insert the following paragraph:

"The Assembly, in the event of non-compliance by the Turkish authorities with the conditions set out in this resolution, commits itself to addressing the Committee of Ministers with a future recommendation for application of the procedure set out in Article 46, paragraph 4 of the European Convention on Human Rights with regard to Turkey."
