In the draft resolution, at the end of paragraph 1, insert the following sentence:

"The common values and principles of the Council of Europe are under attack in some of the 47 member States, which make it more necessary than ever to ensure that the Council of Europe is able to defend itself and initiate effective sanctions against such offenders."
