The Assembly,
Recalling its vote taken in August, 1950 in favour of the Schuman Plan;
Recalling its Recommendation adopted in August, 1950 on the creation of a European Army,
Considering the fact that the Schuman Plan and the Plan for a European Army concern the six following countries : Belgium, France, German Federal Republic, Luxembourg, Netherlands,
Having taken note of the attitude of Great Britain with regard to the problem of Europe, as defined b y Mr. Morrison in agreement with Mr. Acheson and M. Robert Schuman, and reported in the communiqué of the Three Powers, dated 14th September, 1951, which envisaged :
" The creation of a European continental community with which the British Commonwealth should be closely associated. "
Considering that this attitude was confirmed by Mr. Anthony Eden in the name of the new British Government in his speech in the House of Commons on November 19th, 1951,
Considering that the Report of the Experts on the European Army shows clearly the necessity and urgence of the creation of a true European political authority controlling in particular that Army and its use,
Recalling that the Assembly in its vote of 5th September, 1949, defined its aim with precision as being : " The creation of a European political authority with limited functions but real powers. '"
Considering that, for the reasons cited above such a political authority can, to begin with, include only thé six countries enumerated above,
1. Recommends to the Committee of Ministers that the six Schuman Plan countries, on the initiative of the Government of one or more of them, shall conclude without delay an agreement setting up an Assembly elected by the Parliaments of the six countries, which, with the assistance of experts, should draw up a Pact remaining open for the adherence of all other European States. This Pact would create a European Political Federal Authority and would be submitted for ratification to the States concerned;
2. Requests that, parallel with the work of this Assembly and in liaison with it, the Council of Europe study the nature and extent of the special links to be established between the federal community in process of formation and the other Members States of the Council of Europe.
