the Bureau of 28 April 2022 requiring ratification by the Assembly
1.1 References and
transmissions to committees
The Bureau considered and approved the following references:
- Doc. 15479, Motion for a resolution, The
role of the Council of Europe in preventing human suffering resulting
from international armed conflicts: different stages of conflict
prevention and best practices to be employed: reference
to the Committee on Political Affairs and Democracy for report and to the Committee
on the Honouring of Obligations and Commitments by Member States
of the Council of Europe (Monitoring Committee) for opinion;
- Doc. 15482, Motion for a resolution, Providing
a comprehensive response to the SLAPPs issue: reference
to the Committee on Culture, Science, Education and Media to be taken into account in the framework

1.2 Composition of
the Monitoring Committee and of the Committee on the Election of
Judges to the European Court of Human Rights
1.2.1 Monitoring Committee
The Bureau, on the basis of a proposal by the UEL Group, appointed
Mr Bjarni Jónsson (Iceland).
1.2.2 Committee on
the Election of Judges to the European Court of Human Rights
The Bureau, on the basis of a proposal by the EC/DA Group,
appointed Lord David Blencathra (United Kingdom) as a full member,
and Mr Erkin Gadirli (Azerbaijan), as an alternate member
