In the draft resolution, paragraph 7, replace the words "pro-Russian militias" with the following words:

"Russian agents".

Explanatory note

Russia's top political and military command exercised effective control over the actions of these individuals, and their actions were not guided by their own tasks, commands, and goals. The change in terminology will more objectively reflect the legal reality.
