In the draft resolution, replace paragraph 13.1 with the following paragraph:

"recognize that attempts to establish a special international tribunal are desirable but have not been successful in recent years. The member States of the Council of Europe should prosecute their foreign fighters in their country with the aim of consistent criminal prosecution according to the principle of universal jurisdiction. A prerequisite for this is equipping prisons to deal with radicalism, which should be invested in."
