1 Introduction

At its meeting on 23 June 2023, the Bureau appointed me as rapporteur for this report, which covers its activities over the period from the last Bureau meeting of the third part-session of 2023 (Friday 23 June) to the pre-session Bureau meeting of the fourth part-session (Monday 9 October).

Chapter 2 presents a list of decisions taken by the Bureau over the reported period which do not require ratification.

Chapter 3 presents a list of decisions taken by the Bureau over the reported period that require ratification at the opening of the fourth part-session of the Assembly.

An addendum to this report will be issued after the Bureau meeting of 9 October, which will include decisions to be ratified by the Assembly at the opening of the 2023 fourth part-session, on 9 October. Another addendum will be issued after the Bureau meeting of 13 October. It will include only the decisions to be ratified by the Assembly on the same day, notably the references and transmissions to committees which will have been approved by the Bureau.

The report of the Committee on the Election of Judges to the European Court of Human Rights presenting the conclusions of the committee on the list of candidates submitted by Serbia is published as an Addendum 2 to this report.

The Bureau will hold its next meeting on Monday 27 November 2023, at 2.30 pm, in Vaduz. The next meeting of the Standing Committee will be held in Vaduz, on 28 November 2023.

2 Activities of the Bureau since the last part-session and decisions not requiring ratification by the Assembly

2.1 Follow-up to the third part-session of 2023 (Strasbourg, 19-23 June)

On 23 June, the Bureau approved the follow-up proposal to the third part-session, made by the Secretary General of the Assembly, as follows:

  • Debate on “The recent political developments in Poland”: decided to refer the matter to the Monitoring Committee on this issue to be taken into account in the preparation of its report on “The honouring of membership obligations to the Council of Europe by Poland”
  • Debate on “Political consequences of the Russian Federation’s war of aggression against Ukraine”: decided to refer the matter to the Committee on Political Affairs and Democracy for a new report on “Political consequences of the Russian Federation’s war of aggression against Ukraine”
  • Resolution 2506 (2023) para 25.1 “resolves to establish channels of dialogue and co-operation with Russian forces and civil society who aspire to a democratic change in Russia, who share Council of Europe values, and who support the sovereignty, independence and territorial integrity of Ukraine, including the Russian Action Committee”: decided to invite the Presidential Committee to continue dialogue, and explore possibilities for further co-operation with Russian forces and civil society who aspire to a democratic change in Russia
  • Debate under the urgent procedure on “War of aggression against Ukraine – Participation of Russian and Belarusian athletes in the Paris 2024 Olympics and Paralympics?”: decided to refer the matter to the Committee on Culture, Science, Education and Media on this issue to be taken into account in the preparation of its report on “Excluding the athletes and officials of the Russian Federation and Belarus from participating in the international Olympic movement”
  • Debate under the urgent procedure on “Ensuring free and safe access through the Lachin Corridor”: decided to refer the matter to the Monitoring Committee on this issue to be taken into account in the preparation of its reports on “The honouring of obligations and commitments by Armenia” and on “The honouring of obligations and commitments by Azerbaijan”
  • Addressing the specific challenges faced by the Belarusians in exile: instructed the Secretary General of the Assembly to look into the possibility to put an office on the 5th floor of the Palais de l'Europe at the disposal of the delegation of representatives of Belarusian democratic forces during part-sessions
  • Joint debate on “Budgets and priorities of the Council of Europe for the period 2024-2027” and “Expenditure of the Parliamentary Assembly for the biennium 2024-2025”: decided that the President will address a letter to the heads of national delegations to ask them to bring this issue to the attention of their national parliaments.

2.2 Fourth part-session of 2023 (Strasbourg, 9-13 October)

On 14 September, the Bureau drew up the draft agenda.

2.2.1 Requests for debates under urgent procedure

On 14 September, the Bureau took note of the requests to hold debates on Humanitarian Situation in Nagorno-Karabakh, tabled by the Committee on Legal Affairs and Human Rights, and on Call for the immediate release of Osman Kavala, tabled by the leaders of the five political groups. The Bureau will consider these two requests at its meeting on 9 October.

2.2.2 Election of a judge to the European Court of Human Rights

On 14 September, the Bureau decided that it would be conducted in accordance with the procedure set out in Rule 40.11, using ballot papers and ballot boxes, and to continue the practice of having tellers appointed by political groups.

2.3 Communications

On 23 June, the Bureau took note of a statement by the President of the Assembly.

On 14 September, it took note of the communication by the President of the Assembly and of his intention to request the Venice Commission’s Opinion on the judicial reform in Israel. The Bureau also took note of the communication by the Secretary General and the Deputy Secretary General of the Council of Europe and held an exchange of views with the Secretary General.

2.4 Follow-up to the Reykjavik Summit

On 23 June, the Bureau heard a presentation by the Director of Human Dignity and Sustainable Development and took note of a memorandum on the Parliamentary Assembly’s follow-up to the Reykjavik Summit of the Council of Europe (16-17 May 2023). It held an exchange of views and decided to make a regular stock-taking on the progress by each committee as regards the follow-up to the Summit by putting this item as a regular item on each of its meetings. It also took note of the President’s intention to convene a meeting of the enlarged trialogue.

On 14 September, the Bureau heard a presentation by the Director of Human Dignity and Sustainable Development and took note that a detailed roadmap on the follow-up to the Summit had been designed to coordinate the work of the committees, alongside with an interactive timeline to be published on the Assembly website.

2.5 Election observation

2.5.1 Montenegro: early parliamentary elections (11 June 2023)

On 14 September, the Bureau approved the report by the observation mission.

2.5.2 Poland: parliamentary elections (15 October 2023)

On 14 September, the Bureau approved the final list of members of the ad hoc committee (Appendix 1).

2.6 Election of the Council of Europe Commissioner for Human Rights (January 2024)

On 14 September, the Bureau took note of the calendar for the election of the Council of Europe Commissioner for Human Rights and decided to ask the Committee on Legal Affairs and Human Rights to organise the interviews of the candidates in time for the Assembly’s first part-session of 2024, preferably in December 2023.

2.7 Election of the Secretary General of the Council of Europe (June 2024)

On 14 September, the Bureau confirmed 25-26 June 2024 as the date of the election and approved the Assembly’s election calendar (Appendix 2).

2.8 European Conference of Presidents of Parliament (Dublin, 28-29 September 2023)

On 14 September, the Bureau took note of the programme and of the information provided by the Secretary General of the Parliamentary Assembly.

2.9 Issues raised by committees

2.9.1 Committee on Social Affairs, Health and Sustainable Development

On 23 June, the Bureau took note of the letter by the committee and decided to authorise Ms Aurora Floridia (Italy, SOC), Ms Eka Sepashvili (Georgia, EC/DA) and, at no cost for the Assembly, Mr Jean-Pierre Grin (Switzerland, ALDE), to represent the Assembly at the United Nations Climate Change Conference – COP28, including the Parliamentary Meeting to be organised by the IPU on 30 November 2023 (Dubai, UAE, 30 November to 12 December 2023) – (limited to 3 days and subject to the availability of funds).

2.9.2 Committee on Political Affairs and Democracy

On 14 September, the Bureau authorised Ms Theodora Bakoyannis (Greece, EPP/CD) to carry out a fact-finding visit to KosovoNote in 2023 in her capacity as rapporteur on the Statutory Opinion on the application for membership set out in the letter of 12 May 2022 addressed to the Secretary General of the Council of Europe, in line with Statutory Resolution (51) 30.

2.10 2023 Václav Havel Human Rights Prize

On 14 September, the Bureau took note of the shortlist made by the Selection Panel at its meeting in Prague on 5 September 2023, consisting of (in alphabetical order):

  • Osman Kavala (Türkiye)
  • Justyna Wydrzynska (Poland)
  • Yevgeniy Zakharov (Ukraine).

2.11 Side Event “Decent work: building a sustainable future" to the High-Level Political Forum on Sustainable Development (New York, 14 July 2023)

On 23 June, the Bureau approved the list of members of the ad hoc committee and designated Ms Selin Sayek Böke (Türkiye, SOC) as chairperson (Appendix 3).

2.12 Council of Europe Campaign for the safety of journalists (Riga, 5-6 October 2023)

On 23 June, the Bureau approved the list of members of the ad hoc committee and designated Mr Mogens Jensen (Denmark, SOC) as chairperson (Appendix 4).

2.13 2023 World Forum for Democracy (Strasbourg, 6-8 November 2023)

On 23 June, the Bureau took note of the list of members of the ad hoc committee and appointed the President of the Assembly as chairperson (Appendix 5).

2.14 Meetings of the Standing Committee and the Bureau in 2024

On 14 September, the Bureau approved the proposals contained in the document in Appendix 6.

2.15 Budgetary matters – Analysis of the use made by the Assembly’s political groups of their allocations for 2022

On 23 June, the Bureau approved the draft communication submitted by the Committee on Rules of Procedures, Immunities and Institutional Affairs, and instructed the Secretary General of the Parliamentary Assembly to put forward specific modalities, in view of applying the new arrangements for the distribution of the allocation in 2024.

2.16 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) – Lists of candidates in respect of Andorra, Azerbaijan, Iceland, Montenegro, North Macedonia

On 23 June, the Bureau approved the lists of candidates in respect of these countries to be forwarded to the Committee of Ministers.

2.17 Conference “Money and Democracy – an Uneasy Relationship”, organised by the Venice Commission and Academy for European Human Rights Protection (Cologne, 7-8 December 2023)

On 14 September, the Bureau decided to set up an ad hoc committee of the Bureau to participate in the conference.

2.18 Requests for extension of references

On 14 September, the Bureau approved the following requests for extension of references:

  • The honouring of membership obligations to the Council of Europe by the Netherlands (periodic review), Reference 4569 of 19 March 2021 (extended on 14 October 2022) – validity: 19 September 2023: extension until 19 March 2024.
  • Towards a transparency register within the Parliamentary Assembly, Doc. 15330, Reference 4599 of 27 September 2021 – validity: 27 September 2023: extension until 30 June 2024.

2.19 Meetings elsewhere than Strasbourg or Paris

On 14 September, the Bureau authorised the ad hoc Sub-Committee to carry out a fact-finding visit to Calais (France) of the Committee on Migration, Refugees and Displaced Persons, to meet in Calais (France), on 25-26 October 2023.

The same day, it also authorised the sub-Committee on the implementation of judgments of the ECHR of the Committee on Legal Affairs and Human Rights, to meet in Zagreb on 13-14 November 2023.

2.20 Other business

On 14 September, the Bureau heard a statement by Ms Olena Khomenko (Ukraine, EC/DA) about a motion for a resolution tabled by Ms Yelyzaveta Yasko and other members of the Assembly on The role of sanctions as a protective measure for human rights and democracy (Doc. 15812).

On 14 September, the Bureau approved the references and transmissions:

3.2 Resolution 1376 (2004) relating to Cyprus

On 14 September, the Bureau took note of the letter from the UBP Turkish Cypriot political party informing the President of the Assembly of the name of one of the "elected representatives of the Turkish Cypriot community" entitled to sit in the Assembly in 2023, namely Mr Oğuzhan Hasipoğlu, subject to ratification by the Assembly.

The Assembly is invited to ratify these Bureau decisions.
