Key issues include the lack of free and fair elections, weak separation of powers, judicial independence, and human rights violations, as highlighted by various Assembly resolutions and reports. The Assembly also expressed alarm over the situation in Nagorno-Karabakh and Azerbaijan's refusal to cooperate with Assembly monitoring procedures, including denying access to detained individuals and not inviting election observers. The Azerbaijani delegation may resume its activities once it complies with the Assembly's procedural requirements.
