1. In reply to the Honourable Member's question,
the Committee of Ministers would recall that one of the reasons
why the member States came together in the Council of Europe was
to protect individuals against the risk of their civil and political
rights being violated.
2. The Council of Europe has adopted a number of binding human
rights instruments designed to protect civil and political rights.
This is particularly the case with the European Convention on Human
Rights (ETS No. 005) and its protocols, which have been signed and
ratified by Spain.
3. The Committee also recalls that any individual under the jurisdiction
of a member State may, as a last instance, after exhausting the
remedies available at national level, apply to the European Court
of Human Rights if he or she considers that his or her rights have
been violated.
