In the draft resolution, after paragraph 3, insert the following paragraph:
"The Assembly is also concerned about the influence of the politician and oligarch Bidzina Ivanishvili on Georgian internal and foreign politics, whose actions and statements directly threaten Georgia's path to European Union and NATO membership. In particular, his recent statements justifying the Russian Federation’s war of aggression against Ukraine serve as evidence of his pro-Russian views, which run counter to the national interests of the Georgian people."

"In this regard, the Assembly recalls its Resolution 2463 (2022), where it called for an immediate release of the former President of Georgia, Mikheil Saakashvili, who has been detained in a Georgian prison under inhuman conditions since 2021."

In the draft resolution, after paragraph 12, insert the following paragraph:
"The Assembly finds Georgia at serious risk of being in violation of its obligations under Article 3 of the Statute of the Council of Europe (Ets No. 1). Therefore, the Assembly may consider a progress report in relation to this resolution at a forth coming part-session. If no progress has been made on reversing the backsliding and upholding the honouring of Georgia’s membership obligations and commitments to the Council of Europe, it may envisage initiating a complementary joint procedure between the Committee of Ministers and the Parliamentary Assembly."

In the draft resolution, after paragraph 12, insert the following paragraph:
"Unless tangible progress is made in reversing Georgia's democratic backsliding in the immediate term, the Assembly calls upon member States to impose sanctions, including entry bans and asset freezes on Bidzina Ivanishvili, members of the Government of Georgia, leaders of the Parliament of Georgia, the leadership and the Parliamentary Group of the Georgian Dream party, as well as representatives of the power structures and law enforcement agencies of Georgia, including judges and prosecutors, who have been involved in the violent suppression of peaceful demonstrations of the citizens of Georgia and the repression of Georgia’s opposition and civil society."
