It calls on member States to consider implementing rules on the responsible use of combat drones, in particular when they are loaded with munitions with wide-area effects."
Implementing rules on the responsible use of combat drones, instead of banning them outright, is something that may create a viable framework for ensuring safety of the civilian population.
