Please find enclosed the draft Protocol amending the Council
of Europe Convention on the Prevention of Terrorism (CETS No. 196)
and its draft Explanatory Report (CM(2025)30 and CM(2025)30-add)
which the Ministers’ Deputies agreed at their 1524th meeting (2
April 2025) to transmit to the Parliamentary Assembly for opinion
on the draft Protocol as soon as possible.
