In the draft resolution, after paragraph 7, insert the following paragraph:
"The Assembly emphasises that the Russian Federation’s metallurgical sector plays a direct role in supporting its military capabilities, with the NLMK Group being a key actor and one of the largest suppliers of slabs to Council of Europe member States. In 2024 alone, NLMK generated €1.6 billion from sales to European countries. Given that NLMK is one of the key suppliers to Russia’s defence industry and the sole producer of specialised electrical steel in the country—essential for the production of missile systems, air defence, combat aircraft, drones and other military equipment—and has supplied such materials to at least 22 Russian defence enterprises between 2022 and 2024, the Assembly underscores the urgent need to address its continued operations in Europe."

In the draft resolution, at the end of paragraph 10, insert the following sentence:
"The Assembly reiterates that the Special Tribunal's jurisdiction should extend to the alleged crimes of aggression committed by the so-called Belarusian leadership."
Explanatory note
Under Article 3 of the UN General Assembly Resolution 3314 as well as Article 8bis of the Rome Statute such actions as providing the territory of Belarus for Russian attacks against Ukraine clearly constitute an act of aggression.

In the draft resolution, after paragraph 15.4, insert the following paragraph:
"calls on the Register of Damage to extend the eligibility of claims to include those dating back to 2014, rather than limiting it to claims from 24 February 2022. This broader scope would ensure that all victims of Russian aggression, including those impacted by the annexation of Crimea, the war in the east of Ukraine, and other acts of aggression, can seek justice and compensation. It is essential for the Register to accurately reflect the full extent of the Russian Federation’s actions over the past decade."
