The Parliamentary Assembly, recalling the 2023 Summit held in Reykjavik, acknowledges the importance of the Council of Europe in maintaining democratic stability, human rights, and the rule of law. In view of democratic backsliding and the war in Ukraine, it endorses increased financial resources for 2024-2025 and anticipates further budgetary strengthening for 2026-2027. The Assembly aims to enhance its political priorities, focusing on accountability for Ukraine, promoting democracy, enforcing human rights, modernising working methods through digital tools, and engaging with young people and civil society. Additional staffing resources will support these ambitions. Overall, the Assembly seeks to optimise its structure and processes to effectively address contemporary challenges and uphold its mission.
