The Assembly condemns these actions, highlighting Russia's violations of international law and its destabilising influence on European airspace and democratic processes through cyberattacks and disinformation. It underscores the necessity of unwavering support for Ukraine, insisting that peace negotiations respect Ukraine's sovereignty and integration with European institutions. The resolution advocates for increased accountability for Russia's war crimes and urges enhanced sanctions and diplomatic isolation of Russia, alongside improved resilience and countermeasures against hybrid warfare across Europe. Moreover, it calls for multi-layered international cooperation to defend European democracies against Russian threats, reinforcing the role of democratic security strategies. The Council of Europe member States are encouraged to take proactive measures to bolster Ukraine's defence capabilities and ensure the preservation of collective security and democratic values across the continent.
