Session
2025 - Fourth part-session

Summary

The Parliamentary Assembly acknowledges the transformative role of artificial intelligence (AI) in migration management, highlighting its potential to enhance efficiency and service accessibility for migrants, refugees, and asylum seekers. AI applications promise improvements in areas such as border surveillance, visa processing, biometric identification, and integration support. However, the Assembly emphasises the importance of protecting fundamental rights, urging member States to align AI development with ethical standards and human rights safeguards, and to avoid discriminatory or privacy-infringing applications. It calls for oversight, transparency, and the incorporation of human decision-making in migration processes to prevent harm and ensure inclusivity. Member States are encouraged to adopt robust impact assessments, address AI-related biases, and establish independent oversight bodies, ensuring that AI technologies enhance rather than replace human intervention across all stages of migration. Ultimately, the Assembly endorses a balanced approach where AI contributes positively to migration without undermining legal obligations and individual rights.
