Summary

In response to a global decline in democratic practices, the Parliamentary Assembly emphasises the importance of prioritising democratic education in Europe. By endorsing the Council of Europe Education Strategy 2024-2030, the Assembly supports efforts to renew the civic mission of education, enhance social responsibility, and advance human rights-focused digital transformation. Recognising the vital role of teachers and school leaders, the Assembly advocates for a whole-school democratic culture and promotes the use of tools such as the Reference Framework of Competences for Democratic Culture. It also highlights the significance of the 2025 European Year of Digital Citizenship Education for sharing innovative digital practices. The Assembly encourages the Committee of Ministers to assist member States in conducting strategic policy reviews aligned with this strategy, focusing on inclusive, human rights-based education, fostering democratic citizenship, and integrating digital citizenship education throughout educational stages. Additionally, it recommends collaboration with organisations such as the EU, UNESCO, and OECD to strengthen the democratic role of education across Europe.
