"13.4. strongly condemns the adoption of recent legislation by the Knesset reintroducing and expanding the use of the death penalty, in particular through provisions that mandate capital punishment and appear to be applied in a discriminatory manner, notably in military courts with jurisdiction over Palestinians, and calls on Israel to:
13.4.1. immediately repeal or suspend the implementation of this legislation, restore its long-standing de facto moratorium on executions, and ensure that no death sentences are carried out under these provisions; and
13.4.2. ensure that its legislation and practice are fully in line with its obligations under the United Nations International Covenant on Civil and Political Rights, as well as with the standards and principles upheld by the Council of Europe."
The current situation has changed after the report was accepted by the commission, and the Knesset has approved the law. In this context, the necessary factual changes need to be made.
